Grammatically, the participial phrase beginning delighted must modify the

subject of the main clause. Because

appears as the subject, is the

best answer. Choices A, B, D, and E create illogical statements by using it,

the decision, the staff, and a raise,

respectively, as the sentence subject. Use of the passive voice in A, D, and

E produces unnecessary wordiness,
