选项分析：

(A)whose access to water was less limited

【正确】 “clans(部族)”被“access”引导的定语从句修饰，“less limited”表意上不存在(C)中的歧义。

(B)where there was access to water that was less limited

【错误】 简洁明了：GMAT所考察的标准书面英语中，“there be”、“that/which/who be”结构不具有简洁性。“there
